We the undersigned, citizens and residents of the great State of Texas and members of its civil body politic, in an effort to assure the success and strength of our state, do establish the following principles as our guidelines for Texas’ immigration policy and public discourse.
We urge Texas’ congressional delegation to lead efforts to strengthen federal laws, secure our national borders and develop policies that establish a path toward legal status for those who qualify and who ultimately wish to become permanent residents. We urge state leaders to adopt humane and pragmatic policies addressing immigrants in Texas, given the positive role they play in Texas’ economy.
We respect the rule of law and support law enforcement’s professional judgment and discretion. We do, however, ask Texas law enforcement to distinguish between the criminals who prey upon our fellow Texans and undocumented immigrants who are otherwise law-abiding members of our communities. We support federal documentation and background checks for those applying for temporary or permanent residence.
Strong families are the foundation of successful communities. We oppose policies that unnecessarily separate immediate families. We champion policies that support families and improve the health, education and well-being of all of Texas’ children.
Texas has always been best served by a free market philosophy that maximizes individual freedom and opportunity. We acknowledge the positive economic role immigrants play as high-skilled and low-skilled workers, entrepreneurs, consumers and taxpayers. We encourage initiatives that would provide Texas businesses with a secure and legal workforce, comprised of both temporary and permanent workers. Texas supports immigration policies that reaffirm our global reputation as a welcoming and business friendly state.

Immigrants have always been and are now an integral part of communities across Texas. We must adopt a sensible and fair approach to this reality as we address the dilemma of undocumented immigrants within our state, and we support measures that encourage them to integrate into society through English language programs and citizenship courses.
